Impact assessments play an integral part in the development and implementation of policy, projects and programmes, as well as strategic development, planning and good administration.  They help to anticipate what is needed in terms of resources, personnel and actions, and to estimate ahead of time the likelihood of achieving successful outcomes and avoiding failure. Impact assessments do this by developing a theory of change and using the best available evidence to identify what is required to deliver successful outcomes.
