Julian Bowrey

Julian Bowrey has 30 years’ experience of policy making in central and local government, including Head of Policy and Review for a large County Council and as a Senior Civil Servant. His expertise is in integrating policy making with implementation, applying creative and strategic thinking to policy challenges, digital transformation and sub-regional governance.

Since leaving the Civil Service in 2015 Julian has worked as a freelance consultant and trainer, mainly working with public servants at home and abroad. He is a Visiting Lecturer in Strategic Management at Hertfordshire Business School. Julian has degrees from University College, London and the Universities of Bristol and Hull. He is a Fellow of the Royal Society of Arts.
